The Sum of All Fears?
Are they calling out for help? Or warning one another that FF is imminent?
All of this seems plausible, except the sacrificing of American cities. That would be antithetical to the Trump Doctrine, especially being a guy from NYC.
It would seem that Martial Law (military control of civilians) would focus heavily on these urban centers, with the priority being to protect American lives, and then property/monuments. You won't see videos of rioters "squaring off" with soldiers, like they have with the police, because the soldiers will be ordered to shoot anybody who physically threatens them. And I imagine all of this will occur during the 10 days that the internet is down, so no video of it will be able to be utilized against the Trump admin as propaganda.

Also, the plot in "The Hunt For Red October" is a new-age Russian nuclear sub has gone rogue and plans to nuke America.
(Both are Jack Ryan stories)
Multiple meanings.
My guess, assuming Barr isn't the stealth bomber we thought he is, is that the inaction of the FBI, DOJ, and CIA will fully expose the Deep State's corruption to the American public.
It will be undeniable.
And the military will save the day.
