A restraining order that remains in effect only until a court can hear a case to determine whether the plaintiff is entitled to the relief sought. Getting a temporary order is difficult, because the court needs to be persuaded that the plaintiff is likely to succeed once all the evidence is presented. Not getting a TRO simply means that the case proceeds to hearing - the plaintiff just doesn’t receive the temporary relief petitioned for while the hearing/s are scheduled.
