Mechanical PE here. Securing cargo is very deliberate. Study the way the board is secured. It tells you that it was laying on the ramp before it was upright at the edge of the ramp.
Plane climbs and opens ramp, board falls down but not out. Board’s passenger would have surely thought they were falling out.
