sealed indictments should be for the DAs that refuse to prosecute & judges that that dismissed cases.
had a random thought that nobody died in nursing homes. was just a way to clean up the financial records; fake names used to collect subsidies or medicaid fraud, maybe these fake patients also registered to vote in certain districts. 4000 fake names could flip a district all over the ballot.
