One thing to take in account.
One sealed case can have multiple counts against multiple people.
Take for example criminal conspiracy, trafficking, etc.
also there could be corrupt judges in that district and some may be awaiting filing.
We thought the numbers were really low in Illinois. but look what happened in august and September in Northern Illinois district.
They were getting 5 or 10 a month for the past couple of years then all of sudden they got 2,923 in August and 2,616 in September.
I believe there will be a mass of a couple thousand added at the right time.
