That was an actor who played the patsy, said patsy then being apparently shot by Ruby. And everyone believed it because, just like they do now, the media whores were in on the whole thing.
Anyone who cares can find videos proving to truth seeking minds that the Oswald kill was simply a movie set. The whole thing was faked, leaving people with the idea (at the time) that there was nowhere left to go with the whole deal, so grieve and move on.
