It could.
But we don't know for sure.
POTUS can Declassify whatever he wants, whenever he wants.
When he shows the world that elements of our own government,
federal, state, and local, along with businesses, corportations,
media, big tech, big pharma, etc have been commiting acts of sedition and treason for decades …
And then show that they are using their positions unlawfully at the direction of foreign powers,
he can declare those states, territories, and people, 'enemy combatants'. In a state of insurrection.
At which point, it would be completely legal for him to deploy the military on US soil for the purposes
of restoring law and order under the Constitution.
Those so arrested, would face military trials, because the courts have been proven to be unable to
uphold the law.
