No State shall, without the Consent of Congress…enter into any agreement or Compact with another State or with aForeign Power

If let's say, the State of Michigan entered into an agreement with a company owned by Red China (Dominion), then it has done so in defiance of the Constitution, and can be considered as being in a state of war with the US, especially as that agreement with a foreign power is designed to usurp the US government.
