A long time ago, a small town, in West Virginia, perhaps, had a vital bridge wash away. No agency would fund & replace it, so the mayor appealed to a foreign country ( Russia, that time) which sent a professional survey crew to do their thing. Suddenly, Uncle Sam zipped in with a bundle of money & a shiny new bridge. Do you think that concept would work, these days ?
