Citizens Arrests are, in most States, ONLY for felonies, NOT Misdemeanors. Arrests are ONLY for Criminal Offenses, NOT Civil Offenses, like violation of Civil Rights, or even Constitutional Rights, UNLESS a Crime has been committed while violating those rights. Past that, you'll need actual Legal Guidance. Talk to an honest Cop or Sheriff, they could tell you, as well as a Prosecutor.
