Article 1, Section 8 of the US Constitution specifically states that all bills are sent to the President and that vetoed bills must be returned to Congress for reconsideration:

 

>Every bill which shall have passed the House of Representatives and the Senate, shall, before it become a law, be presented to the President of the United States; if he approve he shall sign it, but if not he shall return it, with his objections to that House in which it shall have originated, who shall enter the objections at large on their journal, and proceed to reconsider it. If after such reconsideration two thirds of that House shall agree to pass the bill, it shall be sent, together with the objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a law

 

The rejection of the bill by the President is intended to cause the members of Congress to reconsider their support. Even if a bill initially passes with a veto-proof majority, once the President "return[s] it, with his objections", those objections may convince members of Congress to change their vote (in which case the veto would not be overruled after all), or they may want to make changes to satisfy these objections (in which case the President can sign the revised compromise bill).

Wisconsin Supreme Court Justice [from August 1, 2016 through August 1, 2020] Daniel Kelly says his opponent, Dane County Circuit Court judge Jill Karofsky is a dangerous liar who is unfit for a seat on the Court.

 

"This is about the integrity of the Supreme Court," he told The Dan O'Donnell Show" on Wednesday. "This is about whether we're going to have a rule-of-law justice on the Court for the next ten years. This is about whether there's going to be a liar, a slanderer, and someone who's just received $1.3 million from the Democrats$500 thousand from George Sorosto pursue her progressive politics on the Court, which is what she's promised to do."

 

Karofsky has been so dishonest about her record as a judge and in her attacks against Kelly that a majority of the Wisconsin Supreme Court took the extraordinary step of rebuking her and issuing a statement indicating that she is unfit for the bench.

 

“Attacks on the integrity of the court strike at the heart of the judicial system," Justices Annette Ziegler and Patience Roggensack said in an extraordinary rebuke. “Such language risks undermining the court’s legitimacy with parties, attorneys and the public."

 

“Her slanderous statements about Justice Kelly’s work on the Court are evidence of her lack of fitness for this bench,” added Justices Rebecca Bradley and Brian Hagedorn. “At no point has she actually engaged in a substantive critique of Justice Kelly’s opinions, reasoning or legal analysis. She simply casts aspersions based on the outcomes of cases, which evidences her own outcome-driven judicial approach.”

 

"She's promising to bring her politics to the Court, she's promising to be a social justice warrior on the Court," Kelly told "The Dan O'Donnell Show" on Wednesday. "It truly is unprecedented how disgraceful her behavior has been."

Conservative Wisconsin Supreme Court justices lash out against candidate Jill Karofsky

Four of Wisconsin’s conservative-backed Supreme Court justices lashed out against liberal-supported candidate Jill Karofsky on Wednesday, calling her rhetoric against her rival, incumbent Justice Dan Kelly, “irresponsible and insulting” and deeming her unfit for the bench.

 

The statements from all the conservative-backed justices except Kelly underscore the divisive politics of the Supreme Court and how Karofsky’s sharp attacks have unnerved Kelly and the other conservative-backed members of the Supreme Court ahead of the statewide Supreme Court election April 7.

 

“Attacks on the integrity of the court strike at the heart of the judicial system,” wrote Chief Justice Patience Roggensack and Justice Annette Ziegler in a joint statement. “Such language risks undermining the court’s legitimacy with parties, attorneys and the public.”

 

Bringing to light the politics surrounding the nation’s high court, the statement referenced recent remarks by U.S. Supreme Court Justice John Roberts that Roggensack and Ziegler said differentiate criticism based on the merits of a decision versus reckless rhetoric.

 

They said Karofsky’s critiques of Kelly show she places more emphasis on the political outcome of cases rather than the right result based on the law.
