The artist is Ria Pratt, one of Kim Noble's alters, the artist described in your Vigilant Citizen link.
Just FYI, what I've seen as an explanation for the 14 and fish is that they're occult symbols, part of an Egyptian legend about Osiris, whose body was cut into 14 pieces. His wife Isis found 13 of the pieces, the 14th was eaten by fish.
