Well "flak above the tar gets leads" could mean if you are posting messages above the underground nature of this board (true anon digs, shit posts, funny stuff, interacting with others, etc.) you will get multiple bullets (leads) fired at you because you've obviously chosen to stick your head out of the manhole to disrupt the flow of traffic.
Something like that is how I take it.
