Proving that something doesn't exist. is impossible, which is one of the reasons the Dossier mess has gone on so long. They'll keep looking under rocks until they can find something they can use.

Last election in L.A., there were too many people who had to vote provisionally because they were listed in the roster as having received a vote by mail ballot. Somewhere around half of them claimed they didn't receive them. Rate of provisional voting in primaries was 18%. I'd never seen that many before. I was told the rate was similar for the general election.
Also, the different precincts have their ballots in different order. While we do have a system that produces a card ballot with ink dots, I can imagine a scenario at County where someone slips in a key card that is wrong for the precinct. Since the precincts are relatively small, doing so would produce variances that might be difficult to detect. Supposedly, we seal the key card into the red ballot box, and it remains that way until it gets to County. The room where counting occurs reportedly has a window where observers may look in, but I've never been there. I have no idea if the configuration of the room might allow something like that to go unnoticed.
