You can get a simple repeater controller from ebay that plugs into two HT radios.
Affix them if needed for deployment on a backer board for drone set, along with thin film solar charger (very lightweight) .
A hefty drone is still needed.
basically, when a cross band repeater hears activity on one band (say 2meter) it repeats it on 70cm band. Using modified radio you can cross band repeat using a single radio without mods.
But if you want to same band repeat you can use a simplex repeater (portable little battery operated voice recorder basically that replays what it hears along with a "ptt" output) connect to one radio for input, another for output, or use the same radio (duplex, or single freq) depending on need.
I have toyed with all the above.
The one I prefer is an actual tactical repeater, used by law enforcement in a patrol car, powered by 12v. It has superior sound and radios built in. Single solution. But it is heavier than the HT on a drone.
Overall, a simple pair of chinese HT's will work as a repeater if you connect it to a cheap repeater controller (also available from ebay aka:china).
Modify battery to work with a lithium (lightweight) pack, and add a folding solar panel and a weather balloon setup with a tether. Go as high as you need to.
Folds into a pelican case!
Also:
keep the local freqs programmed for the local mall security repeater or such you may have around, you never know what you may need to do in a pinch.
