Ch1na Telecom has joined the global routing security group MANRS, just as America's communications regulator decided to formally investigate whether the company was a national security threat.

 

โ€œThe Mutually Agreed Norms for Routing Security (MANRS) officially accepted Ch1na Telecom as a participant in the network operator program, announcing that three of Ch1na Telecom's major networks have met its community-led routing security standards,โ€ reads the announcement.

 

The big reveal appears to be both a response to the US governmentโ€™s position โ€“ which has been engaged in an anti-Ch1na campaign during the Trump administration โ€“ and a test of the MANRS body, which was set up to fix routing errors and yet risks being dragged into global politics.

 

Ch1na Telecom has been repeatedly cited by network operators as a source of routing errors, most notably in June 2019 when 70,000 BGP routes were leaked from Swiss colocation company Safe Host to ๐‚๐ก1๐ง๐š ๐“๐ž๐ฅ๐ž๐œ๐จ๐ฆ ๐ข๐ง ๐…๐ซ๐š๐ง๐ค๐Ÿ๐ฎ๐ซ๐ญ, Germany, which then announced them on the global internet. That resulted in a massive rerouting of internet traffic from European cellular networks to Ch1na Telecom-controlled boxes, disrupting connectivity for more than two hours.

 

The US government, and FCC, have seemingly decided those routing errors are the result of interference from the Ch1nese government, possibly an effort to spy on internet traffic, and so a direct threat to Americaโ€™s national security. Network engineers are less convinced and have repeatedly noted they could be no more than operator error.

Routing Security Best Practices Implemented Across Its Major Networks

 

The Mutually Agreed Norms for Routing Security (MANRS) officially accepted Ch1na Telecom as a participant in the network operator program, announcing that three of Ch1na Telecom's major networks have met its community-led routing security standards.

 

"It is a tremendous honor to be accepted into the MANRS community. Even though internally it is always clear to us that we are committed to providing the most secure and reliable networks for our customers, joining MANRS is an unequivocal demonstration to the outside world of that commitment", said Xu Tan, President of Ch1na Telecom (Americas) Corporation (CTA). "I am particularly proud of the role CTA played in the process," he added, "our presence and outreach in the U.S. created the conduit that connects the rest of the Ch1na Telecom to many of these international best practices."

 

The three networks that are accepted today are AS4134, Ch1na Telecom's main backbone network, Ch1na Telecom (Global)'s AS23764, and Ch1na Telecom (Americas)'s AS36678.

 

The remainder of Ch1na Telecom's backbone networks, AS4809, is in the implementation process and expected to meet the same standards in 2021.

Filtering, anti-spoofing, coordination, validation to prevent crooks, spies hijacking victims' connections

 

A community effort to improve the internet's routing security has won the backing of some of the web's biggest names.

 

Amazon, Google, Facebook, Microsoft, Akamai, and Netflix, among others, have signed up to the Mutually Agreed Norms for Routing Security (MANRS) group, in their roles as content delivery networks (CDNs) and cloud providers (CPs).

 

MANRSโ€™s goal is to shore up the internet's lax security when it comes to routing people's connections around Earth. It is, essentially, depending on the circumstances, too easy for miscreants to hijack and redirect internet traffic from legit servers to malicious machines so that web browsing and other online activities can be snooped on or meddled with.

 

Akamai, Azion, and Cloudflare have also signed up to MANRS, bringing membership up to over 300 organizations and covering a significant chunk of global internet traffic (roughly 50 per cent in fact).
