that's currency. it only holds value so long as the people exchanging it put their faith in its value. if a spic went into an american store to buy goods, and tried to pay using mexican pesos, the transaction would not occur because americans don't consider the peso to be worth much more than toilet paper. but if an american went to mexico and paid in dollars, the transaction would probably occur because both parties have faith that the currency has value.
