the 12th Amendment says only that the President of the Senate will unseal and count the votes of the electors in the presence of Congress... nothing is written in it about any objections being considered or seconded or voted upon... that's an assumption of some sort of parliamentary procedure being used in the counting session, and that seems unwarranted, because everyone will be able to see what the certificates contain to verify the votes... a change in certifications before Jan 6 can happen, where States can change the certification of their election, and that will change the vote totals for each candidate, but then the 12th Amendment doesn't provide for what happens if not all States send certifications, because they are still in process due to court challenges or legislative sessions still wrangling over the certification... If not all States send certifications by the Jan. 6 deadline, is the vote null and void? does the vote then go to the next step to elect the President by 1 vote for each State? the 12th Amendment doesn't say
