Italy anon here. I'll be honest, I think whoever wrote this article about Italy, the virus and the WHO was sincere, but he's just too rational to be reporting about the gigantic insane-asylum that is Italy.
The laughable chaos that has been the Italian covid-response isn't due to any outdated pandemic plan. Fuck, Italian politicians don't follow "plans," they just do what seems like it'll be (a) less work for them, and (b) less likely to make the public hate them today, and we'll take care of tomorrow later. NO PRINCIPLES AT ALL. And they CERTAINLY don't give a fuck about the Italian people, not one.
But on top of that, it was screaming obvious all spring that Ital pols were following orders from Somebody. (I don't know who exactly, but I'm betting it's someone with a Chinese name.) They would make insane predictions like "there will be a second wave in the fall!" and "masks aren't enough, because you can get the virus in your eyes!" which had no basis in medical science–but were obviously talking-points that they were told to parrot. And coincidentally, I would read THE SAME FUCKING DAY that Fauci or the Scarf or some swamp-creature in Canada or Australia had said exactly the same fucking thing! This happened time after time after time.
So I respectfully suggest we forget about Italy's supposed "outdated pandemic plans" and focus instead on its politicians' ties to China. In 2019, the politicians agreed to join the Silk Road Initiative, and among other things give huge tax-breaks to Chinese businesses in Italy while Italian businesses are taxed like 50% and are being totally destroyed.

The virus-stats (which of course are total bullshit) soared when those Hunter Biden sex videos were being released by the Chinese anti-commies before the election. How much you wanna bet that there are tapes with Italian politicians too? Not that the virus is a distraction or anything…
