Just business as usual. Either this is part of a bigger investigation that can't be revealed yet, or they're trying to run out the clock until Jan 20th when they hope to be able to make it all just go away.
This report could have already been submitted. It just may have not been made public yet.
Then again, if this is a military operation, the report is pretty much just for public consumption. They would already know everything there is to know, and they would have known it immediately after the election, if not during.
