Jeff Sessions at the top does not want the texts released because some people are still cooperating and he is building cases against the ones at the top.
They are in a panic and think that they can finesse a way out because they are still communicating with each other in code which is being monitored and used to build the case.
When they realize the more they communicate, the worse it gets for them, the texts can be released.
Sessions is in control of the timing.
