Exactly! They didn’t have the cash to bribe their way to control. But they also didn’t have the open door for US-based manpower to run compromise operations, as the Chinese have done. There was an advantage to a Cold War - tight control on foreign personnel in the homeland. The Soviets didn’t have the internet either.

Everyone uses SolarWinds, though. It’s standard issue in most networks, which is why it was such a great infrastructure element to compromise. Dominion has enough specific questions to answer about its own software without muddying the waters.

Oh it’s corrupt all right. Well known for making campaign contributions to decision making office holders through lobbyists, and providing entertainment and gifts, which office holders are not supposed to accept.

 

There was a big investigation of Philadelphia’s purchase of ES&S election systems last year, conducted by the City Controller’s office. The public report makes for interesting reading.

 

I was going to post some research regarding ES&S. Unlike Dominion, they’ve hardly received comment. Their contracts have a redacted section dealing with third party licensed software, so the question is: are they licensing Smartmatic code blocks?
