My take is he pretty clearly indicated that:
The Virus was released in order to facilitate the fraud required for Biden to win.
It was multi-level:
1) Created a path for Mail In Voting
2) Made a situation that could be used to undermine TRUMPs approval rating (Econ etc)
3) Demonstrated to the WW Deep State Apparatus that they could control the public
4) Prevented the population from having discourse and conversations about Lies/Truth
So many levels, but what Q indicated to me was that the Virus was designed to Get Biden Elected.
It was all about the election
