If there really was major internal struggle/civil war between administrations/parties, and rules of war were being somewhat followed, I don't see why an engage directly on sight order wouldn't be in play. If the opposing sides both believe the other side is a real threat/enemy, it's weird that nothing is happenning besides unkind words and paper shuffling.

Our politicians are too soft. There are many videos of other countries politicians really fighting physically when arguments happen.
