I've made a project to help with the upcoming storm.
It's to automate the setup of a federated social media twitter-like platform called Pleroma.

There is still more to add and documentation to write, but in its current state it can provision a fully functioning instance.

Uh, I originally made (and finished) this project for Mastodon. But then realized the resource usage alone was going to hurt in the long-term.

Yes and Pleroma defaults to a max upload size of 16MB. Not sure that will be the case for every instance though.

Yes and both will work as there's no limitations on file types.
