Section 3 of the order lays out a very different process. Unlike Section 2, Section 3 places the White House at the center of any decisions to implement sanctions beyond those who actually interfered and their facilitators:

This dude takes almost five minutes - and can't even explain the process whereby the "technology" works. This simple process is what you should've learned in high school physics. It's called "electromagnetic induction". Google it. Next, there are NOT "batteries" in the original product - what you see is a "capacitor". The "rod" inside of the light's case is actually a magnet, and when you shake the light, you are passing this magnet back and forth through a copper coil (the wrapped wires you can see in the light case). This process produces an electrical current, where it is then directed to and stored in the capacitor. The capacitor's charge will dissipate over time, which is why you will need to shake the light from time to time during use. The actual "technology" part of this whole thing is the low-power diode (the actual light) and the capacitor. This product would not work very well using a standard incandescent bulb because the energy you'd need to produce and store would take a lot of shaking! In addition, the bulb will eventually burn out (shaking would only hasten the bulb's demise). The LED (light emitting diode), on the other hand, requires far less energy to work, thus making it relatively practical to use this flashlight. Think about how useful this simple light would be in an area where there is no electricity - and where batteries cannot be had… like during a zombie apocalypse.

Ms. Amanda J. Schoch was selected as the first Assistant Director of National Intelligence for Strategic Communications (ADNI/SC) for the Office of the Director of National Intelligence (ODNI) in July 2018. As ADNI/SC she is responsible for setting the strategic vision for U.S. Intelligence communications and engagement efforts and advancing a focused, consistent, and effective message for the ODNI and the broader Intelligence Community with both internal and external customers and stakeholders.

Most recently, Ms. Schoch served on a joint duty assignment at the National Security Agency (NSA) where she worked with agency leadership to develop and implement a new organizational model. In this role she led strategic communication efforts, designed initiatives to improve the effectiveness of the agency, and incorporated private sector best practices into leadership development and change management activities. Following the transformation, she stood up NSA’s new Directorate of Operations Communications Organization, implementing a new shared services model and developing communication campaigns and engagement plans that advanced operational initiatives and activities. Upon her return to the ODNI, Ms Schoch served as a core member of the ODNI Transformation Team responsible for developing ODNI initiatives, processes and structures that enable the ODNI to address the IC’s most difficult challenges.

In October 2008 Ms. Schoch joined the ODNI in the Office of Legislative Affairs where she developed and directed a comprehensive legislative strategy for the ODNI. She later led the redesign of the IC Joint Duty Program, as Chief of the IC Joint Duty Program, expanding the scope and purpose for the IC’s integrated human capital program.

Prior to joining the ODNI, Ms. Schoch began her career on Capitol Hill providing legislative and policy support to Congressman Rodney P. Frelinghuysen and Congressman Zach Wamp where she directed and evaluated policy decisions for the Congressmen’s national security appropriations and authorization legislative portfolio.
