EO 13848

We are in the sanctioning phase of POTUS's 09/12/2018 EO most likely with what Pompeo has been doing. Most of the sanctions are laid out by POTUS very legibly and easily understood. However this one liner has me the most excited.

Doesn't this prove without a doubt that we are in the sanctioning phase of EO 13848. Ahead of the 45 day window?
