Not all “these companies” perform a valuable function in American society. Some have a deleterious impact on society. Whether or not they have adequate staff should be a matter of supreme indifference. Why do such employees even need to be physically in the USA?
-
You presume that Americans cannot perform the majority of functions requiring staff. This might or might not be true. But drawing in talent from elsewhere doesn’t address the dereliction of obligation to educate and train Americans to be productive within the tech sector, if there is indeed a systemic skills deficit among the US population.
-
Recruiting tech workers from China only serves to add to the existing national security threats posed by this segment of the population. If you doubt this, you need to be far better informed.

No nation can long be sustained without a productive real economy. This should constitute the country’s focus, not more development of frivolous tech ephemera that serves mostly to undermine social cohesion through entrainment.
