but what would happen if a Governor and/or Secretary of State who certified any particular state's election results was publicly arrested and charged with election fraud just prior to the January 6 joint session of congress when the electoral votes will be officially counted?

If that state has sent an alternative slate of Republican electors, they would likely have a slam dunk on January 6 since Democrat/RINO Representatives and Senators (or possibly the President of the Senate) would be at risk of committing election fraud themselves for supporting the count of electors that were selected using the results of a fraudulent election.
