Yeah, but they really aren't very good at it. They were never trained to use psyops on people who were totally aware of the psyops being used on them.
Its a chain of satellites for satellite internet that Musk launched a while back. They're in low orbit which is why you can see them. (also they're kind of disposable-ish because of the low orbit)
