Water is moved around in the tanks to simulate different/shifting weight loads during test flights.
You think a chemtrail plane would have tons of little tanks like this instead of a few larger tanks to fill? All the valving, pumps etc between these little tanks is totally inefficient and not how something like a chemtrail plane would be designed to begin with.
