"People don't realize that most of North Korea's nuclear program was funded through covert action, through these covert networks, that they've been running around the world. They do illicit arms deals, drug trafficking. For a country that has endured this economic hardship for so long, they can continue to do that if necessary. We've got to apply some type of other pressure to really understand how to make this denuclearization effective for them."
