Many of the powers available under martial law were established under previous administrations which had been building up to use against us until Trump came along. They know full well what powers are available to the president if he pulls the trigger. The next portion of the question would be what departments of the government would just ignore executive command or slow walk things as much as possible. A while back they broke out Gen Powell in an obvious attempt to influence the military, the lower officers in his hay day will now be generals now. Same shit with Mattis, Kelly, Esper. At the end of the day it comes down to who has command.

SA was funding shit over here, buying up tech, blackmailing the shit out those they had power over so they had to be dealt with first. This secured MBS to remain crown prince after they had tried to remove him from the picture. That why they all got locked up in the Ritz on the same day of the arrest of Guy Fawkes for Gunpowder Plot . Having MBS secure power was necessary before thing could proceed here because it cut off access to "terrorists", weapons, money, ratlines ect.

It comes down to who will follow commands when given. If it comes to a stand off will they follow Trumps orders or Bidens. With a 3rd option were mil takes over and forms a junta until the election is sorted out and then Trump resumes his presidency.
