In the 3 branch system of the Roman Empire, London is the financial system, Rome is intelligence (spy network) and D.C. is the military might. There is an owl in D.C. The owls guard the Pope. The President (at least in the past) has been the ruler of the Military and therefore guarded the Pope. The President is supposed to guard the Pope. I would speculate that P is still BO or at the very least, he thinks he is. Renegade was born into the CIA but defected to the Owls and this changed the dynamics. He had the power of two branches under him while President. That is why Soros takes orders from Renegade.
