Can shed a little bit of insight here. I spent about 2 years living in southern China, and another few years traveling back and forth. Mind you, I was in Southern China, where it is much warmer.

Buildings there are not built with heaters. You may think, well so what, if it only gets down into the 50s or 60s Fahrenheit in the winter time. Let me tell you, I froze my ASS OFF. You cannot get warm, ever, unless you are in a vehicle, or in your shower. Factories were miserable in January, feet frozen as fuck from standing on the concrete all day. Even the nicer hotels, or my apartment when I was living there, did not have heaters. Finally broke down and bought a little electric space heater just to cope in some way.

It is no better in the middle of the country, although it is colder. In most cases the only heat in a home is the cooking oven. They deal with the cold by wearing winter coats inside the house, and spending a lot of time in the kitchen. I am not kidding at all. In the northern cities, they do have heat installed, but energy costs are high because the govt. puts a premium on such luxuries.

The problem is electricity generation. To provide enough, they must burn coal, which contributes to their legendary pollution. Pollution produced in the northen cities covers the entire eastern half of the country. When the CCP wants to act like it is making progress, it just limits the amount of coal it allows to be burned. In years where there is not as much image pressure, they allow more coal to be burned, it is that simple.

I suppose they are trying to expand their nuclear use, but holy shlamoley….can you imagine what the quality issues at a nuclear fucking power plant would be like? Think of their BioLab facilites and major Dams like 3 gorges. They are in the fucking SHIT when it comes to power generation.

IDK how well researched this article is, but I am saying that power is a systemic problem in China.
