So if you guys remember from the counter insurgency manual, to be defined as an insurgency, you need armed combatants. As it was pointed out earlier, antifa/blm shit probably doesn't yet meet that threshold.
But I think we are thinking in the right direction. No martial law, no Insurrection Act (yet), but the EO definitely justifies use of military force.

I have no doubt there are multiple suitcase nukes or worse all over the country and have for years. How much cargo passes through our ports/borders?
But my point was, there's a nuanced difference between domestic and foreign enemies. I know they're working together, but by definition, foreigners aren't insurgents. The domestic enemies, even if armed, aren't insurgents until there's armed conflict.
