That's always been a given.
However as Q stated nothing digital is ever truly deleted so if that is the case the world will always be leveraged against it's self out of fear dealing with private matters what ever they may be. Nothing will change …………..the repository of it all would have to be eradicated but then you never really know if everything is erased. If that is what is meant by Q's statement.
