If Pence wasn't going to do exactly this, wouldn't Democrats be trying harder to keep him out? I get that he has to be there constitutionally, but they're not putting up anything even remotely resembling a fuss about it. They're just assuming he'll declare Biden the winner and will then immediately leave US airspace, that doesn't exactly inspire confidence.
