The more logical explanation, applying Occam's Razor theory is, he is as corrupt and embedded in this cesspool we call DC and the Swamp as the rest of them and there's plenty moar evidence to strongly suggest the latter over the former.
The DOJ has been moving at less than a snail's pace in handing over FOIA info to Tom Fitten and JW. Same with congressional committees. In essence, running out the clock. The DOJ has also been defending {HRC] in court against Tom Fitten and JW every single time TF tries to force the issue in court. Barr has not only protected her but he's been protecting the traitors involved in "Spy Gate". Chris Wray has been right there with him. So, I'm going with #2 as "intelligence, guided by experience" must carry the day. Man, what a fucking movie.
