Yes.. realizing they are elected by their constituents if they can't pass this test, they would have no ability to weigh in or write laws effecting the governed. Consider it part of the vetting process, if the parties are serious about serious candidates then they'll make sure they can pass this before their ever put on the trail for a vote.
