If no claims of copyright infringement claims are made by the creator of the original meme or anyone using that meme as source graphics for an enhanced meme, then it is not a problem.
To solve the problem, any meme not using "borrowed" graphics or pics - only original graphics/pics made by the memer - are free to use by anyone if the creator never claims copyright infringement. Open source.
I am not a lawfag but I suggest you also dig on material exempted that is copyrighted that teachers can use for instruction without permission from the copyright holder. And, copyrighted material used as parody that is exempted.
