Well the people who actually had access to the documents refused to release them ("National Archives staff" etc) and the president did not physically have them in his office file cabinet or anything like that

President Trump's mistake was not to purge the government right at the beginning like Obama did

Yes you are correct, President Trump was hamstrung by the few loyal people he did install not being effective

Loyalists whose employees tell them to fuck off are not going to be much help and federal employees for the most part have total job security regardless of performance

 

But, he was prevailed upon to keep a shit ton of top military people, top DOJ people, and everywhere Obama people in place, which at OPM for instance had a huge ongoing effect

There needed to be the Mother Of All Purges, even if it did leave millions of GS snakes in place
