U.S. Department of Transportation Names Newest FAA Management Advisory Council Members

WASHINGTON— The U.S. Department of Transportation today announced the appointment of two new members and the reappointment of five current members to the Federal Aviation Administration's 13-member Management Advisory Council (MAC). The MAC advises the FAA's senior management on policy, spending, long-range planning, and regulatory matters.

 

“The FAA’s MAC provides our agency with comprehensive advice from government and private industry experts to help us ensure the U.S. maintains the safest, most efficient aerospace system in the world,” said FAA Administrator Stephen M. Dickson.

The MAC's newest members continue to represent a cross-section of public and private sector transportation and business leaders. They include:

 

Peter Bunce, President and Chief Executive Officer of the General Aviation Manufacturers Association

Derek Kan, former Deputy Director of the Office of Management and Budget, and former Under Secretary of Transportation for Policy at the U.S. Department of Transportation

Today's new MAC appointees are joined by five reappointed members:

 

Donna McLean, former DOT Assistant Secretary for Budget and Programs, and Chief Financial Officer, George W. Bush Administration

Will Ris, former SVP, Government Affairs, American Airlines

Jeff Shane, former DOT Under Secretary of Transportation for Policy, George W. Bush Administration

Huntley Lawrence, Director, Aviation Department - The Port Authority of New York & New Jersey

Brian Wynne, CEO, Association for Unmanned Vehicle Systems International

Created by the Federal Aviation Reauthorization Act of 1996, the MAC meets quarterly. MAC members serve three-year terms in a voluntary capacity and retain their public and private sector positions.

FAA Employee Charged and Arrested in Connection with Disclosure of Confidential Information

On December 4, 2020, a criminal complaint issued by the U.S. District Court for the District of Columbia charged Brian Booth with mail fraud for disclosing confidential information. On December 7, Booth was arrested in his office at FAA Headquarters in Washington, D.C.

 

Booth allegedly sent letters to multiple foreign embassies offering information on pilots, whose certificates FAA had revoked, that Booth characterized as terrorists seeking to cause harm to those countries. Booth allegedly sent the letters in exchange for financial compensation and political asylum. One letter from Booth to the Embassy of China was returned to him and purportedly opened by Booth's girlfriend who contacted law enforcement.

 

Note: Indictments, informations, and criminal complaints are only accusations by the Government. All defendants are presumed innocent unless and until proven guilty.

Alleged Drug Kingpin Arrested in Central Florida After Having Assumed Another's Identity For More Than 35 Years

On November 30, 2020, a criminal complaint was issued by the U.S. District Court for the Middle District of Florida charging Howard Darwin Farley for fraudulently obtaining a U.S. passport using the identity of a deceased child. Farley is also alleged to have fraudulently obtained and exercised the privileges of a Federal Aviation Administration (FAA) private pilot’s certificate.

 

On December 2, Farley was arrested at his home on a private airstrip in Weirsdale, Florida. Farley’s fingerprints confirmed that he had been wanted in Nebraska since 1985.

In 1985, Farley and 73 others were indicted in the U.S. District Court of Nebraska for a narcotics conspiracy. It was alleged that Farley was the drug kingpin of the Southern Line, a railroad line used by drug dealers to distribute narcotics throughout the United States. Records show that Farley was not apprehended, assumed the identity of a deceased individual, and remained a fugitive for 35 years.

 

DOT-OIG is conducting this investigation with the Department of State-Diplomatic Security Service, Social Security Administration (SSA)-OIG, Homeland Security Investigations, and the Sheriff’s Office of Marion County, Florida.
