Omnibus Bill
Just read an intererdasting tweet, what Congress/Senate has passed is an Omnibus bill, meaning, it contains recommendations but POTUS can choose to spend the money in whatever he wishes–he's not constrained by a Budget.
Isn't that how he financed The Wall?
