It's not really a plot twist. Q told us a few weeks ago that a traitor leaked that POTUS wasn't a criminal target in the Mueller investigation and that it wasn't supposed to be revealed yet. Conveniently, there was an FBI raid a few days later to reclaim control of the narrative that POTUS was the one being investigated. Well played move by POTUS and Mueller.
