Trying to reconcile this with Louie Gohmert's Mueller Report. I'm guessing it's just meant to put more pressure on RM to finish his job and dip.

I think that RM thinks he has a chance to get out of this in one piece. He may earn his pardon. But I think it's 50/50 that POTUS takes him out Ol' Yeller style no matter how much he redeems himself. No deals. Let God decide if RM truly redeemed himself.
I've said before that POTUS never offered RM a "deal". He offered him a chance. "Convince me that you're worth saving. I'll decide once it's all said and done what your fate is. That's as close to a 'deal' as you're going to get."
