No doubt been mentioned but Trump can just attach a signing statement to the bill declaring the Insurrection act crap unconstitutional, no future president would disagree.
I don't expect he will use it anyway, gonna WIN in the Congress on the 6th!

Much as I hate giving any money to illegals I think to Trump it doesn't matter because it's still small change that will mostly be spent in the US and He can say they should use it to leave.
