Looks like an eczema variant, or something likely caused by an undiagnosed autoimmune disorder. Get checked for lupus and other autoimmune disorders. "Doctor shop" until you find one that will listen, and help you exercise your right to try. There is treatment.
Nih.gov search is your friend. There are doctors out there that aren't afraid to tell the truth. Keep digging until you find a way to improve your health. Remember, your skin is your third kidney. It will tell you if you are doing something wrong with diet.
