This normally comes in the form of victimizing their population, then propagandizing the victims to influence the remaining population to approve the measures to remedy the issue, the measures the issue was created to support.
These populations, warped by the propaganda and disillusioned by the failure of resolution measures, then flee the area (already over-stocked with leftist voters and tendancies) and settle in conservative areas where they demand to have their leftist principles respected and implemented.
