President rules over Governor
The governor in question here was the strongest proponent of State's Rights over Federal Rights Governor of Mass, John Handcock, and Handcock deferred to President George Washington and admitted that it was improper for himself to attempt, or appear to attempt, to take precedence over the Commander-in-Chief.
To disobey the Commander-in-Chief is in itself Treason, especially in times of War, though the Deep State have been ignoring the Chief's orders for decades, with impunity.
